The next question comes into play too.when does this stop growing? From what I can tell, its not going to stop growing. With Dynamic sizing it wouldn't actually add up to that but this is what you're telling me. With your recommendation I would be using an extra theoretical 1.2 TB's. I have 20+ servers that are doing just fine with 60GB of disk space. What I do not (haven't) plan for is my OS to become bloated with a bunch of unremovable data that cannot be cleaned up. Using your line of thinking and not just giving drives the minimum requirements I give all my OS's an extra 20GB past the recommended amount unless there is a reason that warrants additional space.

Most of us go off of system requirements for the OS as well as the software being installed. That is a lovely philosophy especially if you have the extra disk space. I use Fixed disks for Data disks to prevent performance issues with disks expanding. Perf wise you won't be hit, since the OS disk would have allocated room for what it needs to do. In the VM world, I make my OS disk dynamic sizing to grow as required, both Hyper-V and VMWare trim disks down in size if they have slack space on the expanded disk files. Gone are the days of small 30 - 60 - sub 120 GB OS disks.
My philosophy on drive sizes (even for VMs) is to go large on the OS drive and have separate data drives. In 2012 and beyond we changed a lot of things with regards to features on demand, routine maintenance that does disk cleanup and other options. DiskCleanup was something that was added and backported to 2008 R2 and Win 7 if you were up to date in your updates. based on reading this thread, you have tried most of the cleanup options, including Disk Cleanup with advanced settings to remove everything not required. How would you go about shrinking the size of the windows directory? Something is telling me I would run into the same problem later and be wasting more time/space. Obviously adding more disk space would be the quick/easy solution. I've used cleanmgr.exe but it doesn't find anything to cleanup! After some research I found a few articles about this but nothing conclusive that I want to try on a production server. C:\Windows\Installers folder that has ramped up to 18GB itself! Using TreeSize I'm able to see that its my Windows folder alone is very close to 40GB. After checking 4+ other servers the entire windows directory is under 20GB total on all of them. I have quite a few other servers with the same size root drive and do much heavier lifting than this server with plenty of space available still. It seems our Citrix XenApp server 6.0 with Windows 2006 R2 圆4 is running out of space on a 60GB system drive.
